Bolton PZC approves Kelly Green's home‑occupation tattoo studio with health conditions

The Bolton Planning & Zoning Commission voted 7–0–0 on July 12 to grant Kelly Green a special permit to operate a home‑occupation tattoo studio, called Stable Studio, in a remodeled barn at 822 Hop River Road.

Applicant Kelly Green described the business as appointment‑only, with low foot traffic, improved lighting and handicapped accessibility. She said likely hours are "in the ballpark of 10 a.m. to 6 p.m." Staff reported that town sanitarian Holly Hood submitted conditions: plan review and permit fees totaling $325 due at the time of construction; field staking by a licensed surveyor before system construction; submission of a completed "Staking Verification Memo" to the health district; and a statement that the subsurface sewage disposal and well location approval are contingent on code and technical standards in effect at the time of review.

Commissioners noted the applicant had followed required steps. Commissioner Adam Teller moved to approve the special permit in accordance with the July 6 application and the June 27 map, and to impose Holly Hood's July 11 health‑district conditions; Commissioner Arlene Fiano seconded. The motion passed 7–0–0.

Separately, the commission approved its June 14, 2017 regular meeting minutes with corrections (Stangeland property acreage corrected to 53.5 acres; spelling corrected to "Dr. Cristina Ilies"). Zoning Enforcement Officer Jim Rupert reported on several enforcement actions and administrative permits; details were recorded as administrative updates. The meeting adjourned at 9:50 p.m.
