Douglasville reviews roughly $60M SPLOST budget amendment ahead of Monday vote

Assistant City Manager and CFO Karen Callan told the council during the July 2 work session that the city’s 2022+ SPLOST program is estimated at about $60,000,000 and presented a proposed budget amendment covering transportation, public safety, parks and facilities.
“This tax is a 1% tax that is collected as a sales tax,” Callan said, reviewing the program breakdown: roughly 35% of SPLOST funds for transportation, 35% for public safety, 10% for parks and recreation, and 20% for facilities. She listed specific allocations under consideration, including a $330,000 appropriation for Fowler Field improvements, irrigation upgrades, sinkhole repairs at Hunter Park and Jesse Davis Park, downtown camera system funding, public‑safety vehicle and equipment purchases including Taser and SWAT gear, and GDOT match funds for Fairburn Road and Dallas Highway projects.
Council members asked staff to clarify several items. Mayor Rochelle Robinson and others pressed for details about a camera system added late in the Jesse Davis project; Callan said cameras were added after construction was largely complete. A police representative explained the new cameras are a Flock system that integrates with the department’s existing network.
Finance Committee Chair Chris Watts moved to place the ordinance amendment on the consent agenda for the Monday voting meeting; no final action was taken at the work session. If advanced Monday, the ordinance would formally amend the city’s FY budgets tied to the SPLOST program.
The council did not vote on the amendment during the work session; staff materials attached to the agenda list the detailed project allocations and will be available with the Monday packet.
