James Robinson, owner of Hoppy Dog LLC, asked the board for a variance to operate an indoor off‑leash dog park with a small taproom at Unit H in the industrial complex off Hall Street. Robinson described the concept as a social space for dogs and owners and said the unit is about 5,000 square feet with roughly 650 square feet planned for a taproom. "It's really a social space for you to go hang out with your dogs and other people who have dogs and also be able to get a drink," Robinson said.
Planning staff recommended approval only after the board impose conditions because the application materials did not include full site‑plan and parking detail and because the zoning classification used (commercial kennel and restaurant) carries additional regulatory considerations. Staff asked the board to prohibit overnight boarding, daycare and training at this time until the applicant can return with more detail if they wish to expand.
Board members found the industrial/commercial location appropriate for the proposed indoor dog‑park/taproom combination and were sympathetic to the concept as an incubator‑type use in that part of the industrial park. The board unanimously granted the variance, limiting the authorization to the indoor dog‑park and taproom as presented and attaching the condition that there be no boarding, training or daycare unless the applicant obtains further approvals.
The applicant may return with fuller parking and site details if he later seeks to add daycare or boarding, and staff will list permit requirements and health‑department expectations in the notice of decision.
