Brooke County Commission approves hires, vehicle purchases and ARPA draws; tables medical-equipment bids

The County Commission of Brooke County met in regular session on June 23, 2026, at the county courthouse and approved several personnel hires, two ARPA draws and the purchase of sheriff vehicles while tabling decisions on medical-equipment bids pending additional review.
The commission unanimously approved the hiring of Garrett Cook for the sheriff’s office and Josie McFarland as a full-time dispatcher, each with a July 1, 2026 start date contingent on a satisfactory background check and drug screening. The hires were presented and approved on motions by Commissioner Christina J. White, seconded by Commissioner Stacey Wise.
Commissioners also approved purchase of two Ford Interceptor vehicles from Jim Shorkey Ford at $46,553.00 apiece for the sheriff’s department. The purchase was approved unanimously.
On budget items, the commission approved two ARPA draws: ARPA Project #3 Draw #17 for $7,363.83 and ARPA Project #4 Draw #4 for $13,152.59.
The commission voted unanimously to table two procurement decisions for further review. The purchase of X-ray machines was tabled until Captain E. Scott Zeigler can review bids. Two bids were recorded for the X-ray machines: AutoClear Security Inspection Systems for $37,900.00 total ($18,950.00 each) and Point Security Inc. for $61,039.36 total ($30,519.68 each). The purchase of cardiac monitors, submitted as quotes for an opioid-related application, was also tabled pending review by Director Moore; the two bids listed were Stryker at $272,270.23 and Zoll Medical Equipment at $286,747.09.
Brooke County Prosecuting Attorney Allison Cowden requested and the commission approved drafting of policies and procedures for the Brooke County Humane Officer, the county Dog Warden and the Brooke County Animal Shelter. The commission also noted a reappointment request from James Hervey to the Washington Pike Public Service District and announced one vacancy on the Brooke Hills Park board; the commission will allow two weeks for other interested applicants. Shawn Allen indicated he seeks the park-board opening.
Clerk Kimberly M. Barbetta recorded that correspondence was ordered filed in the county clerk’s office. Invoices and vouchers were approved and checks ordered written from the General County Fund and Coal Severance Fund, including CKS–34215 for $7,791.85 and CKS–380 for $21,166.40.
With no further business, Commissioner Christina J. White moved to adjourn; the motion passed unanimously and the meeting concluded.
