Eastham Select Board approves contracts to advance town wastewater collection project

At its June 24, 2026 meeting the Eastham Select Board voted to award multiple contracts aimed at advancing the town’s wastewater collection project, and authorized staff to execute the agreements so the town can meet a State Revolving Fund submission deadline on June 30.
A town staff presenter told the board the project team recommends awarding bidding and construction-phase services to Apex and GHD and collection-system contracts one and three to Dig It Construction, the low bidder for those packages. “We are hitting the home stretch on pulling together all the bids and all the awards for the wastewater project,” the staff member said.
The presenter said the recommended awards and remaining cost estimates put the project at about $143 million of the $170 million appropriation. “You can see … that we are at about $143 million of the $170 million appropriation,” the presenter said, adding that the project remains large and complicated even though the current estimated commitments are below the appropriation.
Board members raised procurement questions, including one member’s concern about individual line items that appeared significantly under- or over-priced under unit pricing. The staff response explained that unit-priced bids sometimes show atypical line-item results and that engineers and the owner’s project manager (OPM) flag items outside the norm and include protective contract language to ensure pricing holds.
The board amended the motion on the floor to clarify that the award to Apex explicitly includes OPM services so that RPR (resident project representation) engineering functions would be managed by the OPM. The amendment was moved and seconded; the board then took a roll-call vote and the motion carried.
In the roll call, Select Board members who responded by name recorded their votes in favor: Suzanne (yes), Bob (yes), Jamie (yes), and Jerry (yes); the chair also indicated assent. The board’s action authorizes award of bidding and construction-phase service contracts to Apex and GHD and collection-system contracts one and three to Dig It Construction, with the Apex award amended to include OPM services. Staff said the approvals will allow them to finalize documents for the SRF application before the June 30 deadline.
The meeting adjourned after the vote.
Next steps: staff are authorized to execute the approved contracts and proceed with preparations for the SRF submission; the board did not schedule additional public votes on these specific awards at the meeting.
