The Eastham Finance Committee on June 25 approved two transfers to close out the fiscal year: $183,070 from the committee’s $200,000 reserve fund to cover storm‑related snow and ice costs, disposal expenses from a house demolition on Brownell Road and a shortfall from hazardous household‑waste collection days; and roughly $113,000 moved from the town’s health‑insurance appropriation to pay expected elementary‑school special‑education bills.
Rich, a long‑time staff member who presented the transfers to the committee, said the reserve withdrawals are intended to cover finalized snow‑and‑ice expenditures and a demolition disposal bill that is likely to fall in the low‑to‑mid‑$20,000 range. He said the hazardous household‑waste shortfall resulted from higher than anticipated materials turned in during the town’s two collection days and that the town will revise future budgeting to share disposal costs more evenly with Orleans.
“Those are the three reserve fund transfers,” Rich said, noting that the year‑end transfer for special‑education costs is permitted “under the provisions of Mass. General Laws” with finance committee and select board approval.
The committee discussed timing and uncertainty ahead of the statutory year‑end date in mid‑July. Members asked whether final bills might change the amounts; Rich said finance staff have built a modest contingency into the estimates and that any funds not needed would return to free cash.
A motion to approve the $183,070 reserve transfer was moved and seconded and carried with nine members voting in favor. The separate motion to move the approximately $113,000 for elementary‑school special‑education costs from the health‑insurance appropriation also carried on a 9‑0 voice vote.
The committee directed staff to monitor final invoices arriving in early July and to make adjustments if the final totals come in below the estimates; any excess will close out to free cash, officials said.
