AOC plans e-filing pilot in Jefferson County early 2027, statewide rollout in 2027; enterprise case-management rollout to follow

The Administrative Office of the Courts told the Budget Review Subcommittee on Justice on July 1 that it will begin implementing a new e-filing (file-and-serve) system in Jefferson County in early 2027, with Fayette County next and a statewide rollout during 2027, and that enterprise case-management replacement will follow.
"We're anticipating going live in Jefferson County in early 2027," Zach Ramsey said. AOC officials said they are finalizing schedules and will spend significant time training Jefferson County judges and staff because of the county’s size and complexity. After Jefferson and Fayette piloting file-and-serve, the office expects a regional rollout to the remaining counties during 2027.
Once file-and-serve is statewide, AOC plans to implement the enterprise justice case-management system to replace KY Courts 2 and 3. Ramsey said the initial case-management go-live will start in Fayette County and then proceed to Hart, Nelson and Larue before broader regional rollouts; AOC cautioned both projects will take several years to reach all 120 counties.
