AOC gives construction update: Oldham and Bath opened; Scott County set for Dec. 2026 completion

The Administrative Office of the Courts reported July 1 that Oldham and Bath county courthouses are complete and in use, Scott County construction is 63% complete with a December 2026 target, and AOC provided status updates and expected completion windows for two dozen county judicial center projects.
Danny Rhodes, AOC’s executive officer for court facilities, briefed the Budget Review Subcommittee on Justice on July 1 about courthouse projects across the state, reporting recent completions, current construction percentages, and projected timelines for multiple judicial centers.
Rhodes said Oldham County’s renovated courthouse (53,838 sq ft) received a final certificate of occupancy in January 2026 and opened in March 2026. Bath County’s 21,500-square-foot Judicial Center received a temporary certificate of occupancy in February and final occupancy in May 2026; Rhodes said a ceremonial dedication for Bath County is scheduled for July 21, 2026.
Active projects and schedules Rhodes reported include:
- Scott County Hall of Justice (68,500 sq ft): 63% complete; anticipated December 2026 completion. - Crittenden County Judicial Center (23,050 sq ft): ~39% complete; targeted January 2027 completion. - Barren County Judicial Center (58,329 sq ft): phase-D construction under way; foundation work in progress; projected April 2028 completion. - Jessamine County Judicial Center (~56,500 sq ft): 8% complete; anticipated August 2028 completion.
Rhodes also described predesign and procurement status for multiple projects (Graves, Caldwell, Clark, Greenup, Knox, Owsley) and said site acquisition and geotechnical/environmental studies were active in several counties. He confirmed the Court of Appeals building (21,500 sq ft) was in Phase C document review with a planned bid window in July/August 2026 and a groundbreaking on Aug. 11, 2026 to coincide with the 50th anniversary of the 1976 judicial article.
On repair-heavy projects, Rhodes said Boyle County is managing roof and cupola work with AOC oversight (cupola repair scheduled for Aug. 2026 and roof replacement to follow) and that Bell County has issued contracts to begin mold abatement and a modified project-development-board process is being developed for interior repairs and mechanical/electrical/plumbing upgrades.
Ending: Rhodes provided completion estimates and procurement status across a multi-year pipeline and said AOC would continue to report timelines as projects advance.
