Council approves sinkhole repairs, easements and property actions; sets new meeting schedule

Union City Borough Council on Aug. 13 approved several infrastructure and property actions, including a contract to repair a sinkhole at Municipal Lot #1, retroactive easements related to a PennDOT catch basin, a subdivision combining properties on West High Street, and an easement for a kayak/canoe launch at the American Legion ball field.
Streets Supervisor Bob Phillips reported that a sinkhole at Municipal Lot #1 had compromised a 24‑inch clay tile; engineers recommended lining pipes in four sections, reconnecting pipes within the sinkhole to the 24‑inch line, replacing the adjacent catch basin with a larger unit and replacing roughly 10 feet of pipe. Two contractors submitted estimates: Mansfield at $22,295 and McLallen Construction at $23,450. Council voted to contract Mansfield for $22,295; the borough must provide a truck during the project.
The council approved a retroactive easement with property owner Anthony Hickey at 104 East High Street after PennDOT agreed to install a catch basin and the borough agreed to install a corresponding basin and take responsibility for approximately 60 feet of connecting pipe. The easement assignment makes the property owner responsible for digging and maintaining a ditch that will receive PennDOT’s discharge; the solicitor will draw the formal agreement.
Council approved the 2024 Minimum Municipal Obligation for pensions, with the non‑uniform payment set at $48,029 and $0 required for the police pension. Erie County Planning had approved survey maps for a subdivision shifting land from 92 West High Street to 88 and 90 West High Street; council approved the subdivision as presented. Council also approved a retroactive purchase of a small portion of property from 8 South Street for $500 to support a gazebo project at Municipal Lot #3, pending survey completion and solicitor paperwork.
The council approved an easement with the American Legion to install and maintain a kayak/canoe launch at the ball field along French Creek; the project will be funded with aid from the PA Fish and Boat Commission and the PA Environmental Council. Council also agreed to change regular meetings, beginning in September, to the first and third Monday of each month at 6:30 p.m.; the next meeting dates were set for Aug. 27 and Sept. 16, 2024 (the Sept. 2 meeting was adjusted for Labor Day).
