Village of Lynchburg council approves 2025 revenue budget, supplemental appropriations and camera lease

The Village of Lynchburg Council on July 11 approved measures to update the village’s 2024 appropriations, adopt a 2025 revenue tax budget and authorize a lease for park security cameras.

Council members voted 6-0 to waive the three-reading rule and approve Resolution 2024-03, which makes supplemental appropriations adjustments to the village’s 2024 annual appropriations. The council also waived the three-reading rule and approved Resolution 2024-04, adopting the revenue tax budget for 2025; those motions carried 6-0. The resolutions were moved and seconded in separate motions during the new business portion of the meeting.

The council unanimously approved a motion allowing Village Administrator Ashley Campbell to obtain a water operator license to serve as the village’s Operator of Record at a stated rate of $1.50 per license. The council also authorized the administrator to enter into a lease contract with Greystone Systems, Inc. to install cameras and related equipment at Old School Park, with a monthly contract amount of $362.50; that motion passed 6-0.

Councilmember Chris Hamlin provided an update on the Appalachian Grant, saying the state had not yet signed the contract and that the village was still discussing the project budget, payment steps, timeline and design. No formal contract execution on the grant occurred at the meeting.

The actions taken affect the village’s near-term spending plan and its approach to park security; the council’s approvals allow staff to proceed with contracting and to place budget changes into effect for the current year and next fiscal-year planning.
