Madison Council hears engineer on WWTP decommissioning; approves small contracts and local road share

Council members heard an update Dec. 23 from Village Engineer Eric Haibach that staff are coordinating with Chivers Construction Co. and the EPA to develop a plan for decommissioning the Wastewater Treatment Plant (WWTP). Haibach said he had received a cost estimate for decommissioning "he is not happy with" and said he hopes the cost will decrease.
In related actions, council approved a purchase order to Chivers Construction Co. not to exceed $5,000 to remove excess effluent at the WWTP. The council also approved a $32,973.25 purchase order to the Lake County Engineer for Madison's local share of the Middle Ridge Road Paving Project (per agreement with OPWC/Lake County) and a $3,370.90 purchase order to Kiesler Police Supply for simunition equipment and rounds for training at the Lake County Training Facility. Each purchase-order motion passed 5-0 on roll call.
Fiscal Officer Kristie Crockett said the decommissioning quote required a change to the draft 2025 budget and that she had added the cost to the budget while hoping the estimate would come down. The council did not specify the total decommissioning estimate during the public meeting. Engineer Haibach and fiscal staff indicated follow-up work will continue with the EPA and contractors to refine costs and next steps.
