Madison Council adopts temporary appropriations and approves $3.24M pay ordinance for early 2025

Madison Village Council approved a pay ordinance and temporary appropriations at its Dec. 23 meeting, recording unanimous roll-call votes for each measure.
Mayor Britton presented Pay Ordinance No. 2514, which the meeting packet lists as $69,695.44 for payroll and $3,168,842.97 for current and upcoming expenses, for a combined total of $3,238,538.41. Mr. Adams moved to approve the pay ordinance, Mr. Vest seconded, and the council approved the motion 5-0 by roll call.
Council also considered Ordinance No. 32-2024, making temporary appropriations for the period Jan. 1 through Mar. 31, 2025, and declared it an emergency. Mr. Vest moved to suspend the rules, the motion carried 5-0, and Mr. Adams moved for passage with Ms. Drown seconding; the roll call on final passage was 5-0.
Fiscal Officer Kristie Crockett told council that the 2025 budget packets are distributed and that staff will prepare temporary appropriations for the first quarter; she noted that an unexpected quote for decommissioning the wastewater treatment plant required a budget change, which has been added pending further cost clarification.
The ordinances were approved without recorded public comment during the meeting; staff will complete the administrative steps required to implement the temporary appropriations and pay ordinance.
