Lucas Local approves hires, policies, bus routes and service agreements ahead of school year

The Lucas Local Board of Education on Aug. 20 approved a package of personnel hires, policy updates, service agreements and operational items intended to finalize preparations before the Aug. 21 start of school.
Personnel and coaching roles: The board approved hiring Karen Nolen as an aide and Kaila Ruiz as a high school Spanish teacher (both one-year contracts effective 2024–25, pending proper credentialing). It also approved Toni Zehe as Pre-School Coordinator on an hourly basis at $44.00 per hour and a slate of supplemental contracts including a marching band director and multiple mentor roles. The board added several names to the 2024–25 classified substitute list and approved using the Mid-Ohio ESC approved list of substitute teachers and tutors (with monthly updates).
Service agreements and student services: The board approved an agreement with the Governing Board of the Mid-Ohio Educational Service Center to provide Title IX-related services to the district (effective Aug. 1, 2024–July 31, 2025) and approved a contract with the ESC of Central Ohio to provide services to a Lucas student for the 2024–25 year. Treasurer Eric Pickering also told the board the FY23 AOS audit is complete and reviewed findings with members.
Policies, transportation and travel: The board adopted revised policies including IKF (Graduation Requirements) and JFCK (Use of Cellphones and Electronic Communications Devices), approved transportation bus routes for 2024–25, and authorized the football team, cheerleaders and band to travel to Smethport, Pennsylvania on Aug. 24, 2024.
Facilities and operations: Superintendent Brad Herman briefed the board that school opens Aug. 21 and that preschool screening is underway as the preschool project is finishing. He reported the pioneer parking lot has been paved and that striping remains under discussion. On a potential storage building, Mr. Herman said the budgetary figure of $200,000 is still accurate and he recommended proceeding with Garmann Miller; he also reported completing a grounds walk and an insurance risk assessment with Travis Thompson.
Local concerns raised: During items from board members, Roger Maglott asked about a fence repair along the track, Amy Cuthbertson asked about repairs to middle-school boys bathroom stalls, and Rick Foss raised concerns about the junior-high football team practicing on the softball field and about the van carport needing sealing. Superintendent Herman replied that he would follow up, and told the board that College Credit Plus is paid for by the district.
All motions described above passed by recorded, unanimous votes in the meeting minutes.
What’s next: The board moved into executive session later in the meeting to discuss the employment of a public employee and then reconvened and adjourned at 6:58 p.m.
