The Lowellville council voted to authorize Administrator Joann to execute a contract related to Ohio EPA (OEPA) directors' findings and orders, and approved related fiscal measures during the Sept. 11 meeting.
The fiscal officer said the document is the contract for work the village previously agreed to undertake under OEPA direction and noted the contract language carries potential penalties and fines if the village does not meet the agreed terms. Bob Coppola moved that the administrator enter into the OEPA contract; Joe Donatelli seconded the motion and the authorization was approved on roll call.
Separately, the fiscal officer presented and council approved on roll call a package that included revenue supplemental, interfund advances, interfund transfers and appropriation supplements to address upcoming bills and an anticipated shortfall. The mayor asked that the state auditor be notified about a potential shortfall and questioned past transfers from the sewer capital improvements fund to the general fund; the administration said staff will contact the auditor and report back.
The council also moved to suspend rules and passed a pay ordinance and moved on a rate resolution from the county auditor's office for action in legislation.
Next steps: Administrator Joann is authorized to sign the OEPA contract; staff will notify the auditor about funding concerns, reconcile interfund activity, and schedule required legislation for the stated rate resolution and pay ordinance.
