Lowellville council reviews bids for 2024 street and park work as grants and 0% loan emerge

MS Consultants engineers presented bid results and funding options for the village's 2024 street and park projects during the Sept. 11 Lowellville council meeting.
Engineer Zach of MS Consultants told council staff received five bids covering the 10 streets on the improvement list, with the lowest bid from Lindy Paving. He reported an overall project estimate of $248,269.50 and said MS Consultants will assemble bid tabulations and recommendations in about a week. Zach also said MS Consultants will supply an updated GIS map for MS4 compliance.
Administrator Joann outlined possible financing: a proposed $275,000 loan at 0% interest over 10 years and a separate $200,000 grant for W Water Street that requires no local match. Joann said the Water Street work would repave the existing roadway and extend it to the park; the council also mentioned coordinating that bid with a larger $976,000 grant already obtained for the remainder of the park work.
Mayor Iudiciani urged the village to act quickly so street repaving and park improvements can proceed around the same time. Council members agreed staff should return with complete bid tabulations and a funding recommendation at the next meeting or a special session.
Next steps: MS Consultants will deliver formal bid tabulations and staff will schedule the necessary legislation and, if appropriate, a special meeting to award contracts.
