Lucas Local Board approves FY2025 temporary appropriations and $1 million transfer to capital fund

The Lucas Local Board of Education on June 18 approved the district’s Temporary Appropriations for fiscal year 2025 and a series of related finance actions, including a $1,000,000 transfer from the General Fund to the 070 — Capital Projects Fund.
Board President Timothy Cooper opened the meeting and, on a motion by Mr. Maglott and seconded by Mr. Camp, the board adopted Temporary Appropriations at the fund level for FY2025. The board subsequently approved revised FY2024 permanent appropriations and a transfer of $1,000,000 from the General Fund to the Capital Projects Fund on a motion by Mr. Cooper and seconded by Mr. Camp.
The board also approved establishment of change funds and a petty cash account for the 2024–25 school year (for example, a $1,200 change fund to Taylor Iceman and a petty cash fund to Central Office), and authorized the use of Blanket and Super Blanket purchase orders for fiscal year 2025 with limits not to exceed $175,000 per order. In addition, the board approved Property, Vehicle and Liability insurance renewal and a Cyber Insurance proposal from Ohio School Plan for fiscal year 2025.
Votes on the budget and finance items were recorded by roll call. Items considered before the arrival of Mrs. Amy Cuthbertson recorded four yes votes and one absence; after her arrival, subsequent votes were recorded as five yes. The meeting record also includes a certification under Section 5705.412, Revised Code, that the district has sufficient funds and levy authority to meet contractual obligations and operating needs.
The approvals establish spending authority for the coming fiscal year and move $1,000,000 into the district’s capital budget for projects that are not detailed in the meeting minutes. Board members did not request amendment detail or list specific capital projects during the open session.
