Lynchburg council adopts 2025 code update, sets new trash rates and approves $2,500 economic development partnership

The Village of Lynchburg council adopted a series of ordinances and routine business measures at its Jan. 9 meeting, voting unanimously on each item.
Ordinance 2025‑01, adopting American Legal Publishing's Ohio Basic Code 2025 Edition as the village code of ordinances, was adopted as an emergency after the council voted to suspend the three‑reading rule; the suspension and the ordinance both passed 6–0. The council likewise waived three readings and adopted Ordinance 2025‑02 to establish new trash rates as an emergency measure, 6–0.
On personnel matters the council approved a $1.50 per hour pay increase for Robert Gabriel, effective Jan. 5, 2025. Council also nominated Martin Bailey to the fire board and closed nominations; the motion to close nominations passed 6–0.
Council approved a partnership agreement and authorized the Village Administrator to sign a payment of $2,500 to the Highland County Commissioners for 2025 economic development support. Christine Hamlin presented an update from the Highland County Economic Development Committee.
The meeting included standard approvals of prior meeting minutes and scheduling of committee meetings. The meeting adjourned at 7:04 p.m.
