Lynchburg mayor breaks tie to elect Martin Bailey president pro tempore

Martin Bailey was elected president pro tempore of the Village of Lynchburg council after the initial council vote produced a 3–3 tie and Mayor James Burton cast the deciding vote.
Nominations opened at the Jan. 9 council meeting. Councilmember Christine Hamlin nominated Bailey and Tagg Pendleton nominated David Minton. A motion to close nominations, moved by Pendleton and seconded by Hamlin, passed unanimously 6–0. The council then voted, with three members backing Bailey and three backing Minton; Mayor Burton broke the tie in favor of Bailey.
Council subsequently approved the Dec. 12, 2024 council minutes and the Jan. 2, 2025 special meeting minutes by unanimous votes. The meeting continued with routine reports and additional business. The council adjourned at 7:04 p.m.
