Council sets pavilion rules, approves select rentals and presses Enrichment Group to place finances under village control

Council approved pavilion use by the Trumbull Canoe Trails Paddling Club for July 20 and Dec. 7, prohibited pavilion rentals during the festival, and told the Enrichment Group that the village must control event finances and place funds into UAN.
The council approved two pavilion rental requests and clarified that pavilion space will not be available for private rental during the village festival.
The Improvements Committee recommended rental of the pavilion to the Trumbull Canoe Trails Paddling Club for July 20 and Dec. 7; the council approved those dates. Council also discussed a request from Liz VanOver to use the pavilion during fireworks and determined the pavilion will not be rented during the festival. Council considered blocking access to the pavilion during the festival to prevent uninvited use.
Rental fees were stated as $50 for residents and $100 for non-residents. The committee will ask the village solicitor (Lanzo) to prepare a standard contract for pavilion rentals and will await cost estimates for security cameras.
Ryan McNicholas outlined upcoming Enrichment Group events — an Easter egg hunt on April 13, a pancake breakfast, an LBA parade appearance on May 3 and Lowellville Day on May 17 — and the mayor and Fiscal Officer said the village must assume control of event finances. The Fiscal Officer told the Enrichment Group that the village will need to hold event funds in UAN because she is not comfortable signing checks for an outside group's account without formal village oversight.
