MS Consultants updates fire station design and Youngstown–Lowellville Road schedule; council appoints cadet

MS Consultants reported progress on fire station design and site utilities and scheduled a pre-construction meeting for the Youngstown–Lowellville Road project; council also appointed and swore in Jenuel Roman to the cadet program.
Zac of MS Consultants told council the firm is completing design work and initial specifications for a proposed fire station and has provided some site utility information. He said he and Joann will meet next week to finalize details, and that they are awaiting pre-engineered metal building information and additional utility data before completing project specifications.
Zac also said a pre-construction meeting for the Youngstown–Lowellville Road project is scheduled for March 18, 2025; Mayor Ludiciani said she prefers construction start after the school year ends to reduce traffic impacts.
Separately, council moved to appoint and swear in Jenuel Roman to the cadet program; the appointment was approved on roll call.
Zac noted one combined bid had come in for West Water Street and Riverfront Park projects and that CSX coordination would require a signature from the mayor. Council discussed ADA parking placement, catch-basin reviews and concerns about roadway width to accommodate large vehicles.
