Lowellville delays final action on commercial sewer rates pending solicitor review

Council members discussed changes to commercial sewer rates at the March 12 meeting and voted to postpone final action until the solicitor can clarify commercial definitions and proposed percentage changes.
Bob Coppola said the solicitor had provided papers from the prior meeting that outlined rates and questions about commercial property classifications; Coppola asked the solicitor to amend language and to consider changing the definition for apartments to “two or more” units instead of three and to raise the commercial rate line by 17 percent in some categories. Mayor Ludiciani and others said they wanted the solicitor’s guidance before the council finalizes the ordinance.
Coppola moved and Don D’Onofrio seconded a motion to move the sewer-rates ordinance to the council’s third meeting for additional review; the motion passed on roll call. The Fiscal Officer noted that current residential rates remain in effect while the council evaluates commercial changes.
Council identified Ordinance 4133 as needing amendment to reflect any new rate structure and asked the ordinance committee to review the code in light of possible state changes referenced in HB 444 (April 12, 2021). No new rates were adopted at the meeting.
