Union City Council approves park/trail bid, Right‑to‑Know update and broadband application

Council opened bids for the Devereaux Park/French Creek Trail project and recorded Vavala Concrete as the low bidder at $84,774. Councilor Osborn moved to award the project to Vavala Concrete; Councilor Steadman seconded and the motion carried unanimously.
For an urgent sinkhole repair in Municipal Lot #1 the council accepted a $5,000 quote from Mansfield to repair, replace or reconnect pipe. The record notes a competing quote from McLallen Construction for $6,800 and states the borough would provide pipes and fittings (the minutes record $5,000 for materials). Councilor Kerns moved acceptance of Mansfield's quote and Councilor Steadman seconded; the motion carried unanimously.
Solicitor Wachter recommended clarifications to the borough's Right‑to‑Know Rules and Regulations concerning anonymous requests; Councilor Osborn moved to adopt the recommended language, seconded by Councilor Steadman, and the motion carried unanimously. Council also held a public meeting about the borough pursuing Broadband Ready Community designation; no members of the public attended. Council voted to adopt a resolution authorizing an application to the Pennsylvania Broadband Development Authority (PBDA) and appointed the Erie Area Council of Governments as the municipal broadband champion. Councilor Kerns moved the resolution and Councilor Winkler seconded; the motion carried unanimously.
Other routine business approved included the meeting agenda, minutes from July 9, the Secretary's Report and payment of bills. Council reviewed amendments to the parking and zoning ordinances and agreed to send zoning changes to EC Planning and Union Area Planning for comment before advertising. The meeting adjourned at 6:38 P.M.; an executive session on personnel and contracts followed with no action taken.
