Lynchburg council adopts emergency appropriations, authorizes marshal vacation carryover and approves payroll increases

The Village of Lynchburg council voted Dec. 12 to adopt emergency temporary appropriations, allow the village marshal to carry over an extra 32 hours of vacation, accept payroll increases effective Jan. 5, 2025, and approve a policy change to Article 20 of the employee handbook. Mayor James Burton presided over the meeting.
The council first approved the Nov. meeting minutes and the November financial report. Fiscal Officer Jordan Groves reported November receipts of $82,318.35 and expenses of $98,112.67, leaving expenses over revenue of $15,794.32; Groves referred attendees to the enclosed written report for additional line-item detail.
On new business, the council unanimously voted 6-0 to waive the three-reading rule and declare an emergency for Ordinance 2024-05, the Annual Temporary Appropriations ordinance. The council then approved Ordinance 2024-05 by a 6-0 vote, adopting the temporary appropriations as an emergency measure.
The council also moved to waive three readings and declare an emergency for Ordinance 2024-06, which authorizes the Village Marshal to carry over an additional 32 hours of vacation. The waiver and the ordinance's adoption were each approved 6-0.
Council approved Exhibit A, the proposed payroll increases to take effect Jan. 5, 2025, on a 5-1 vote. The record does not specify which council member voted against the payroll increases. The council also approved Exhibit B, the Article 20 policy change to the employee handbook, by a 6-0 vote.
Village Administrator Ashley Campbell and Police Chief Richard Warner presented their departmental reports and directed the council to written copies for full details.
