Luckey council adopts county hazard-mitigation plan, approves countywide 9-1-1 plan and municipal upgrades

At its Sept. 18 meeting, the Village of Luckey Council unanimously adopted the Wood County hazard mitigation plan and approved the countywide 9-1-1 implementation plan (declaring an emergency). The council also approved a Spectrum internet upgrade, an ADA restroom for the Fall Festival and window cleaning for the municipal building.
The Council of the Village of Luckey met Sept. 18, 2024, at the Municipal Building and unanimously approved several measures, including adopting the Wood County Emergency Management Agency Hazard Mitigation Plan and approving the Wood County final plan to implement a countywide 9-1-1 system.
The meeting opened at 7:00 p.m. with roll call and the Pledge of Allegiance. After routine approvals of the Aug. 21 minutes and the bills, Police Chief reported, “All good,” and the council noted a police committee meeting scheduled for Sept. 30.
Councilperson Richard Heilman introduced Resolution 2024-903 to adopt the Wood County Hazard Mitigation Plan; Don Brickner seconded, and the council carried the resolution by roll-call vote (Councilpersons Mike McNulty, Don Brickner, Alison Okenka, Michael Franklin and Richard Heilman voted yes). Heilman then introduced Resolution 2024-904 to approve the countywide 9-1-1 final plan and declared an emergency to waive the three readings; the motion to adopt also passed on a unanimous roll-call vote.
Also under new business, the council reviewed a TD Engineering, LLC quote for detention-basin improvements at the Luckey Hoelter Subdivision; the mayor said the quote requires additional review and follow-up questions and no action was taken at the meeting.
Councilperson Don Brickner moved to upgrade the village’s Spectrum internet service from 15 megabits to 300 megabits at a monthly cost of $249.96; Councilperson Mike McNulty seconded and the motion passed by roll-call vote. The council separately authorized spending $125.00 to have Clean Bean perform interior and exterior window washing at the Municipal Building.
Maintenance staff reported preparations for the Fall Festival, and Mayor Cory Panning requested an ADA-accessible portable restroom for the event. Councilperson Michael Franklin moved to order the ADA restroom, Mike McNulty seconded, and the motion carried.
The council scheduled a Streets/Lighting/Sewer/Sidewalk committee meeting for Oct. 2 and noted a Sept. 11 meeting between Park/Tree representatives and Eastwood Soccer to discuss local soccer fields. The meeting adjourned at 7:36 p.m.
What’s next: the council did not set implementation dates for the county plans in the minutes; the TD Engineering quote will be reviewed further and follow-up is expected before any action is taken.
