Commission endorses cleaning up incomplete 2023 Norwood annexation
Summary

The Greenwood Planning Commission agreed to proceed with formalizing an annexation from 2023 after staff discovered the process was never completed with GIS and county approval.
Staff explained a homeowner had moved a house on a lot and received city water, but the annexation paperwork was not finalized in the GIS records. The city attorney had applied for annexation previously, but the necessary county documentation and GIS acceptance were not on file. Commissioners said the commission had not been properly engaged and supported a cleanup process to send the ordinance and legal description through the correct steps.
A motion to approve moving forward with the annexation cleanup was made and carried. Commissioners emphasized that annexations must follow the full sequence of steps — planning commission review, county documentation, GIS acceptance and final council approval — and directed staff to proceed to correct the record.
