Union City Council removes $2,690 lien, awards canoe launch quote and approves Renaissance grants

Union City Borough Council met Aug. 27, 2024, at First Global Methodist Church and unanimously approved a slate of routine items, including removal of a borough lien, a contract award for a canoe/kayak launch, multiple Renaissance grant awards and acceptance of the Erie Area Council of Government (EACOG) audit.
The council voted to remove a borough lien of approximately $2,690 on 121 East High Street, a property held by the Erie County Landbank. Councilor Kerns moved the measure and Councilor Steadman seconded; the motion carried unanimously.
Councilors also voted to accept a $16,679 quote from Construction Services of PA to install a canoe/kayak launch at the American Legion ball field, contingent on the borough receiving an easement from the American Legion. The engineer for the project, The EADS Group, advised that formal bidding was not required because the project cost was under the $23,200 threshold. Two quotes were received: Blum Property Services, LLC ($18,541.50) and Construction Services of PA ($16,679.00). Councilor Osborn moved to accept the lower quote; the motion carried unanimously.
On economic development, the council approved seven Renaissance grant applications. The seven projects total $60,606 in proposed work and requested $23,600 in grant assistance; the Renaissance fund had $90,547.35 available. Councilor Steadman moved to approve the recommended awards and Councilor Osborn seconded; the motion carried unanimously.
Councilor Osborn moved, and Councilor Steadman seconded, a resolution accepting the audit report for the Erie Area Council of Government that was reviewed and accepted by the COG members; the resolution passed unanimously.
Other administrative items included routine approvals of the agenda, prior meeting minutes, the Secretary’s Report and bill payments, each carried by unanimous vote as recorded in the minutes. The minutes record some seconders by name (for example, a second recorded as Councilor Winkler for a bills motion) despite Winkler being listed as absent in the attendance. That inconsistency appears in the meeting minutes and is reflected here exactly as recorded in the transcript of the meeting.
Borough Manager Cindy Wells also provided event and administrative updates, including an EMS meeting on Aug. 28, a Devereaux Day kickoff and Erie–Pittsburgh Trail Head promotion on Sept. 13, a public hearing for an amendment to the zoning ordinance and a separate parking-ordinance amendment (both to be advertised twice), a staff meeting on health insurance plans (Sept. 25), CERT training (Sept. 27–29) and the UPMC Hamot Erie County Firefighters Association awards dinner on Sept. 27. The council noted it would not advertise for towing bids and that a letter of support would be sent for a PennDOT Charging & Fueling Infrastructure Discretionary Grant Program application along the U.S. Route 6 corridor.
