The Village of Lynchburg council unanimously adopted a resolution Thursday asking the county auditor to certify the village's total current tax valuation and the dollar amount of revenue that would be generated by a three-mill renewal levy, council records show.
Mayor James Burton called the special meeting to order at 5:30 PM. Fiscal Officer Jordan Groves conducted roll call and recorded the following in attendance: Mayor James Burton, Marty Bailey, Judy Davis, Chris Hamlin, Dave Minton, Tagg Pendleton and Chris Toller.
Council member Chris Hamlin moved to waive the three-reading rule so Resolution 2025-01 could be considered immediately; Council member Dave Minton seconded the motion. The waiver passed on a 6-0 vote.
Council member Tagg Pendleton then moved to accept Resolution 2025-01, which requests that the county auditor certify the village's current tax valuation and calculate the dollar amount of revenue that would be raised by a three-mill renewal levy pursuant to Ohio Revised Code Section 5705.03; Council member Marty Bailey seconded. The council voted 6-0 to adopt the resolution and declared it an emergency.
The transcript and meeting minutes do not record individual roll-call votes by member name; the record shows a 6-0 tally on both the waiver and the resolution. The resolution's certification request is a statutorily referenced step under Ohio Revised Code Section 5705.03 used to determine revenue estimates for local levies.
No additional debate or public comment about the levy was recorded at the meeting. The council adjourned at 5:36 PM.
