The Denison City Council on March 17 denied a request to waive rental‑registration late fees for property owner Gullermo Ruis, tabled an Animal Rescue presentation, and moved several administrative items forward.
Councilmember Zupp‑Smith moved to deny a late‑fee waiver after City Manager Jessica Garcia told the council that registration fees had been paid past the deadline, that staff sent reminder letters on Oct. 13, 2025, and that staff made reminder calls in the week before the deadline. The motion to deny the waiver carried unanimously.
The council voted to table an Animal Rescue presentation (motion by Councilmember Miller, seconded by Zupp‑Smith). Council also approved routine consent agenda items, including minutes, bills, financial reports, bank reconciliation and a liquor license for El Michoacano Inc.; the consent agenda passed unanimously while item g) — a Special Event Permit and associated fee waivers for Hot Summer Nights 2026 and Tri City BBQ Fest — was tabled for later consideration.
On administrative and budget items, council authorized City Manager Jessica Garcia as an authorized signer on city bank accounts in the absence of the City Clerk or Deputy Clerk, and approved the Federal Financial Report for the State and Local Fiscal Recovery Funds (SLFRF) closeout. Council approved an estimate from Reisz Construction for an Aquatic Center slide platform railing for $8,015.70 and authorized the Mayor to sign a Request for Release of Funds and Certification effective March 21, 2026.
Council discussed policy changes staff will draft for future meetings: Garcia recommended increasing impoundment fees from $10 per day to $30 per day and was directed to prepare an ordinance; staff were also asked to draft residency‑requirement language for the Board of Adjustments/Appeals and the Boulders Conference Center Commission that would allow the County Assessor to serve regardless of residency and permit one member who is a Crawford County resident owning property within city limits. The council did not change Boulders membership requirements.
Clerk Jodie Flaherty flagged FY 2026/27 budget items, including a Fire Department tanker purchase and adjustments to capital project lines; the council discussed the budget but did not adopt it at this meeting. Mayor Dustin Logan and City Manager Jessica Garcia closed with routine reports on community meetings, project updates and grant applications (including an Urban Forestry Development grant with DNR and a Thriving Communities application). The meeting adjourned at 6:08 p.m.
