At the July 1 meeting staff reported that an allowance included in the wastewater plant contract to remove accumulated debris from tanks (recorded in the transcript as "4,67 cubic yards") has been consumed at a higher-than-expected rate. The transcript shows the first half of the plant used about 3,267 cubic yards of the allowance, and staff said they now anticipate roughly an additional 3,000 cubic yards will require removal.
That additional work will push costs beyond the original allowance; staff estimated a ballpark extra cost in the range of $300,000 to $400,000. "We did drain one set of tanks and we looked in there and saw... piles of this stuff everywhere," a staff member said, explaining why the allowance has been exceeded. Staff told the board they will provide a more formal estimate within a few weeks and noted that if project contingency money remains, they could seek reimbursement from the Indiana Finance Authority (IFA).
Board members were informed this cleaning is essential and cannot be postponed; staff said they plan to pay the subcontractor directly for the remaining cleaning rather than routing it through the prime contractor to manage costs.
