Board approves minutes, claims and multiple infrastructure contracts including lead-line change order

The board met Wednesday, July 1, 2026, and unanimously approved routine business including the minutes from June 17 and payment of claims in accordance with the Indiana State Board of Accountants. The board also approved a set of infrastructure contracts and change orders.

The board accepted change order 6A for phase one of the lead service line replacement program after staff clarified that a recent main break was not caused by the contractor Watson. "They did not cause the main break," utility staff member Jamon said, noting Watson's crews worked overtime and assisted with temporary repairs. Board members voted to accept the memorandum and change order without dissent.

The board also approved the Arrowhead bore work bid (attachment 6C). Members discussed prior encounters with the contractor Bay Star on a river crossing project; while crews had struggled with boulders in the past, members said they were confident in moving forward.

Separately, the board approved attachment 6D to update the SCA/control system used in plant operations. Staff said the system installed around 2008 is due for replacement and that engineering costs for this phase are about $77,000; later construction and programming costs could raise total program costs into the mid-six-figure range. Staff said the current capital budget covers the initial work and that the city does not expect an immediate rate increase for customers tied specifically to this upgrade.
