Denison council approves payments, OKs change order for 2nd Avenue South reconstruction; member urges compaction testing

City Manager Garcia told the council the contractor has about 70 working days remaining on the project. The council voted unanimously to approve Change Order #2 for Bluffs Paving & Paving Company, Inc., and Pay Application #3. Councilperson Zupp‑Smith moved to approve the change order; Councilperson Granzen seconded. Councilperson Peterson moved approval of the pay application; Zupp‑Smith seconded both motions.
Councilperson Crawford pressed staff and the project engineer to ensure compaction testing is performed and documented properly. Crawford said she wanted assurance that compaction and related field tests meet engineer specifications; the council recorded that concern for follow-up with the project engineer.
The council’s approvals keep the contract current while the contractor completes remaining work; no additional funding shortfall was reported at the meeting. The council did not set a separate public hearing or additional project action during the session.
