County staff presented the strategic plan Q2 update covering October–December (the second quarter), reporting that overall completion of action items rose modestly from roughly 45% to about 50%.
Randy (county staff) summarized the plan’s four focus areas — staffing and capacity; infrastructure and economic development; law/justice and homelessness; and governance and budget — and described action items tied to each. He said the board’s recent adoption of a capital improvement planning policy is moving the infrastructure focus forward and that the county’s new ERP financial system is now processing claims and payments. The presentation noted that some goals, especially those tied to staffing capacity and ERP implementation, will require continued staff work over multiple quarters.
During public comment several residents and union representatives said they want clearer, more specific public reporting on what has been accomplished and what remains on schedule. Board members noted the strategic plan is meant to be adaptive and pointed to an online portal residents can use to drill into individual items, responsibilities and timetables.
The board did not take action beyond receiving the update; staff and the board said they would continue to post and publicize progress.
