Del Norte supervisors approve consent calendar, public safety kiosks and salary changes; IHSS caregivers press for higher pay

The Del Norte County Board of Supervisors met in regular session Feb. 1 and approved a range of administrative items, including the consent calendar, a resolution honoring retiring building‑official David Thompson, limited county funding for tsunami signage kiosks, salary step placements and several budget transfers.
During the meeting the board voted 5–0 to approve the consent calendar after brief discussion and public comment. Norma Williams, chapter president of the Del Norte County Employees Association (SEIU), praised a recently negotiated memorandum of understanding on a contract item included in the consent calendar as “probably the most comprehensive MOU that we’ve been able to do.”
Jessica Seaman, the county emergency services coordinator, presented a tsunami signage kiosk program that the state will support with kiosk structures and content; the county was asked to cover permit and installation costs not to exceed $2,000. The board approved that request. Seaman said Del Norte is “one of the most tsunami vulnerable areas in California” and described site‑specific evacuation maps and QR links to Know Your Zone for visitors and residents.
On personnel matters the board approved a salary step placement for a newly hired senior account clerk effective Feb. 13, 2026, and adopted a master salary schedule to implement biweekly compensation and a chair differential. The board read and approved several budget transfers, including a $61,442 transfer in the Sheriff’s Office budget for a replacement patrol unit, and authorized an additional $1,922.11 to repair a boat‑launch access road ramp used by the sheriff’s rescue boat.
Public comment focused on two themes. Representatives of SEIU and several IHSS caregivers urged the county to use contract negotiations to raise pay and benefits for in‑home support providers. Jonathan Pena, an SEIU organizer, said Del Norte County’s unfulfilled IHSS hours averaged about 13% in 2024 compared with a 4% statewide average and urged making IHSS “an attractive job opportunity.” Separately, members of the public raised allegations about governance and oaths at the Crescent City Harbor District and urged county action; a harbor fiscal officer disputed some of those claims and said paperwork is being assembled.
The board also received a Q2 strategic‑plan update reporting an overall action‑item completion increase from about 45% to 50% and continued implementation of an ERP financial system and a newly adopted capital improvement planning policy. Members of the public asked for more transparent reporting on specific outcomes and accomplishments.
The board adjourned to its next regular meeting March 10.
