Monongalia County Commission approves personnel, funds and permits; reappointments and requisitions pass

At its July 1 meeting, the Monongalia County Commission approved a series of routine administrative items, personnel actions and funding requests.
The commission approved the consent agenda, which included seven tax exonerations totaling $6,425.86 and vouchers reported across fiscal years 2026 and 2027. It approved hiring Victoria Taylor as a full-time telecommunicator effective Aug. 1, 2026, and moved Hannah Cessna from part-time to full-time in the prosecuting attorney’s office with an Aug. 1 start date for benefits.
The board authorized the sheriff to establish account 244, a special building fund, to segregate revenue and expenditures for the Monongalia County Health Department building project, following guidance from the West Virginia State Auditor’s Office. Commissioners also approved a memorandum of understanding with Software Systems (SSI) to permit secure remote maintenance access via WVNet and SonicWall infrastructure, a measure staff said will reduce maintenance costs.
Appointments and financial requisitions moved on voice votes: three reappointments to the Westrun Board of Zoning Appeals were approved; requisition number five for the University Town Center subordinate tax-increment bond series 2023b project fund and other UTC administrative requisitions (including requisition 39 and requisition 122) were approved; and the board approved a request under Internal Revenue Code section 147(f) to permit tax-exempt financing for a 2007 KME apparatus for the Scots Run Volunteer Fire Department (the county will not be financially liable for repayment).
The commission approved Clarabel LLC’s application to operate an exotic-entertainment business at 745 Point Marian Road. One commissioner abstained from that vote because of a prior conflict; the motion passed.
Commissioners closed the meeting after reports and set a follow-up work session to address continuing public concerns raised during the public-comment period.
