The Village of Galena council voted on Sept. 23, 2024, to adopt two emergency resolutions and handled routine financial approvals, while deferring an appointment resolution to the Oct. 28 meeting.
Council unanimously approved Resolution No. 2024‑18, authorizing the mayor to prepare and submit an application to the Ohio Public Works Commission (OPWC) for state capital improvement or local transportation funding, after a successful motion to suspend the second and third readings. The suspension and the subsequent adoption as an emergency passed on 6‑0 roll‑call votes.
Council also unanimously adopted Resolution No. 2024‑19, accepting amounts and rates set by the Budget Commission and certifying necessary tax levies to the county auditor. The suspension of readings and the emergency adoption of the resolution passed 6‑0 on roll call.
A motion to suspend readings for Resolution No. 2024‑17, which would fill vacancies on the New Community Authority board, failed on a 3‑3 roll call (Krupa, Doucette, Hopper yes; Durrence, Fry, Porter no), so no final action was taken and the item is scheduled for second reading at the Oct. 28 meeting.
On routine business, council approved September invoices and financial statements in unanimous voice votes and adopted prior meeting minutes. The council conducted a first reading of Ordinance No. 2024‑11, setting right‑of‑way registration and construction permit fees; no adoption was recorded at this meeting.
Fiscal Officer Michelle Dearth and department reporters also provided routine staffing and operations updates, including a new administrative assistant schedule and reports from code compliance, maintenance, and wastewater staff. The meeting ended early when three council members left during a separate personnel dispute, leaving the council without a quorum.
Next steps: the administration will prepare the OPWC application as authorized and the Fiscal Officer will certify levies to the county auditor as required.
