Wasco County approves five-year collocation IGA with QualityLife Network at Berwyn Data Center

Wasco County commissioners voted unanimously June 3 to approve an Intergovernmental Agreement (IGA) with QualityLife Network (QLife) to provide collocation rack space and backup site services at the county’s Berwyn Data Center. The initial term begins June 1, 2026, for five years with annual renewals thereafter as provided by the agreement.
Information Services Director Andrew Burke told the board the project is designed to improve regional network resilience by establishing an alternate routing point for QLife traffic within the county facility; the QLife network primarily uses a ring topology so traffic can reroute automatically in case of an outage. Under the draft agreement QLife will pay monthly collocation fees ($250 per bay) and a monthly power fee (set in the agreement as $187 per bay, subject to adjustment), provide and maintain its own equipment, and reimburse the county for utility usage; QLife will provide installation at its own expense and must comply with site security and access protocols.
The agreement delegates use of county generator-backed power and environmental cooling in exchange for compensation, requires insurance and indemnification provisions, and includes standard termination and assignment clauses. The motion to approve also authorized the County Administrator to sign the agreement pending final review by the county’s insurance advisors. Commissioner Justesen asked technical and infrastructure questions; Burke confirmed QLife will coordinate upgrades and provide backup equipment as needed.
The board approved the motion unanimously. The IGA packet included detailed contract language and insurance requirements; QLife and county staff will complete final insurance review and execute the agreement.
