Galena establishes Joint Recreation District trustees, schedules public hearing on growth and land use plan

The Village of Galena Council on Feb. 24 approved Resolution No. 2025-01 establishing a Joint Recreation District and appointed two local trustees, Todd Musacchio and Halli Brownfield, as Galena’s representatives.
Mayor Jeff Kinnell read the resolution and the council added emergency language so the newly appointed trustees could attend any upcoming district meetings; the motions to add emergency language and to adopt the resolution were recorded as passing unanimously, 6-0.
Why it matters: forming a Joint Recreation District and filling trustee seats enables Galena to participate in regional recreation governance and decision-making. The appointments give the village representation in the district’s governance immediately because of the emergency adoption.
Zoning plan and demolition moratorium The Zoning Commission provided a final draft of the village growth and land use plan, and Mayor Kinnell said a public hearing on that draft will be held at the March council meeting, with Neighborhood Strategies scheduled to attend to answer questions. Council Member Kathy Krupa noted during the mayor’s report that some Planning and Zoning Commission members want to revisit a moratorium on home demolition.
Administration and planning updates Village Administrator Tom Marshall reported on several ongoing projects that tie into planning and public works: relocation of speed meters to Walnut and Harrison streets; contractor work on the Harrison Street crosswalk, Miller Park improvements, and ongoing work on Miller Farm infrastructure and pump station construction; he said new siding is being installed on Village Hall and a flagpole has been installed. Marshall said he is working on staff performance reviews and will try to obtain a sidewalk study before the next meeting. Zoning Officer Matt Shock provided details on development acceptance and punch list verification for Blackhawk Phase-D and the Miller Farm sections.
What’s next The council set a public hearing on the growth and land use plan for its March meeting; the next regular council meeting is March 24, 2025 at 6 p.m. in Council Chambers and on Teams.
