Galena council approves emergency annexation and contract-authority resolution, postpones council rules
Summary
At its Jan. 27 meeting the Village of Galena Council unanimously approved emergency adoption of an ordinance to annex contiguous village-owned land and a resolution expanding administrator contract authority, postponed a rules resolution until Feb. 24, and approved routine financial and zoning updates.
The Village of Galena Council unanimously approved two emergency measures and handled a set of routine administrative items at its Jan. 27, 2025 meeting.
Council President Gillian Doucette moved and Zach Hopper seconded to suspend the second and third readings of Ordinance No. 2025-03, an annexation of contiguous village-owned territory; the council then adopted the ordinance as an emergency after a second motion by Doucette (seconded by Pete Casuccio). The roll-call votes on both motions were unanimous: Krupa, Doucette, Casuccio, Hopper, Fry and Porter voted Yes.
Separately, Mayor Jeff Kinnell read Resolution No. 2025-04 authorizing the village administrator to enter certain contracts and pay obligations beyond the administrator’s standard authorization. Mike Fry moved to suspend the remaining readings (Kathy Krupa seconded) and then moved to adopt the resolution as an emergency; both roll-call motions passed 6-0.
Council also postponed Resolution No. 2024-25 (the Rules of Council for 2025) after a motion by Mike Fry and second by Gillian Doucette; the postponement to the Feb. 24 meeting carried in a 6-0 roll-call vote.
On routine business the council unanimously approved the Jan. 6 organizational meeting minutes (motion by Josh Porter, seconded by Zach Hopper), voted to pay January invoices (motion by Kathy Krupa, seconded by Zach Hopper), and approved the January financial statements (same mover/second); each passed by a recorded 6-0 voice vote where noted in the minutes.
Zoning Officer Matt Shock reported progress on Miller Farm: address assignments for Section 1 are complete, the first zoning application for that section has been received, and improvement plans for Section 2 phases A, B and C have been approved with construction underway. In other business, Kathy Krupa reported that B.S.T.&G met with the construction team, equipment is on site and building will start soon.
The minutes record no executive session. The council adjourned at 7:42 p.m.; the next regular meeting is set for Feb. 24, 2025 at 6 p.m. in Council Chambers and on Teams.
