Galena Council adopts package of emergency resolutions, funds 2025 positions and contracts

The Village of Galena Council on Dec. 16 adopted a set of emergency resolutions and an ordinance to authorize insurance, contracts, leases and funding for village positions for calendar year 2025.
Mayor Jeff Kinnell read a series of emergency measures that the council approved across the meeting, including Resolution No. 2024-20 (municipal insurance through RinehartWalters-Danner and The Ohio Plan), Resolution No. 2024-21 (authorizing Delaware County Building Department to enforce building codes in the Village), Resolution No. 2024-22 (a 2025 service agreement with Professional Package Plant Services), Resolution No. 2024-23 (ratifying a management agreement with 8687 Columbus Sharks regarding Ruffner Park), Resolution No. 2024-24 (a lease for storage space with Underwood Property Solutions, LLC), and Ordinance No. 2024-12 (ratifying a lease with the Galena Historic Foundation, Inc.). Most of those motions were adopted by unanimous 6-0 roll call votes.
Council also approved budget actions: Resolution No. 2024-38 transferred $10,958 between several line items and was adopted as an emergency by unanimous vote. The temporary 2025 budget (Resolution No. 2024-37) was read during the meeting.
Several personnel-related funding resolutions to set 2025 salary and compensation for existing employees passed with one abstention by Council Member Mike Fry. Those measures included funding for the fiscal officer (Resolution No. 2024-31, occupying Michelle Dearth), administrative assistant/zoning clerk (Resolution No. 2024-32, occupying Lauren Frank), maintenance employee (Resolution No. 2024-33, occupying Cody Hale), maintenance crew leader (Resolution No. 2024-34, occupying Logan Shannon), and Zoning Inspector/Property Maintenance Official/Flood Plain Administrator (Resolution No. 2024-36, occupying Matthew Shock). The votes were recorded as five yes and one abstain for each of those funding resolutions (Fry abstained).
Council took separate action on appointments. Resolution No. 2024-27 appointed Kenneth J. Molnar as village solicitor for 2025; that motion passed with five yes votes and one abstention (Fry). Resolution No. 2024-29 appointed Thomas Marshall as village administrator and deputy zoning inspector for 2025 and passed 4-2. Mayor Kinnell read the appointments into the record before council votes.
The meeting also recorded routine approvals: the Nov. 18 minutes were adopted, December invoices and financial statements were approved, and the council approved payment of remaining 2024 bills as authorized by the Village Administrator.
The meeting concluded with a unanimous vote to adjourn at 7:22 p.m.; the next organizational meeting is scheduled for Jan. 6, 2024 at 6 p.m.
