The Stockbridge Planning Commission continued its multi-meeting rewrite of the zoning ordinance on Nov. 6, focusing on site-plan and site-condominium provisions and the administrative-review framework.
Commissioners reviewed Article 8 redline edits clarifying that "site condominium" is an ownership structure governed by the Michigan Condominium Act (Act 59). Staff and the commission agreed to insert a local definition of "site condominium," cross-reference applicable standards, and ensure that condominium developments meet zone-appropriate density and design requirements (for example, apartment-style condominiums must comply with R3 multifamily standards while site-condo projects that resemble single-family lots must meet R1 density where applicable). Attorney John Gormley and Associate Planner Maya Baker participated in the discussion, noting state law limits local changes to Act 59 requirements.
Chair Daryl Anderson asked to reinstate the Type 1/Type 2/Type 3 framework in Section 6-45 to reduce review delays; the commission agreed to reinsert the framework and to consider table formatting for clarity while preserving substantive standards. Commissioners asked staff to provide a black-line version of Article 8 for the next review cycle and to ensure cross-references (for example to section 6-30 and the reinstated 6-45) are consistent.
On Article 6, the commission approved specific edits limiting cottage industries to a single on-site employee, deleting retail or repair of large-scale products (vehicles, boats, furniture) from allowed cottage-industry activities, and prohibiting vehicle repair within cottage-industry rules. Staff were directed to prepare a black-line Article 8 that incorporates agreed definitions and cross-references for the commission’s next meeting.
The commission did not take final ordinance-adoption votes; the session advanced draft language and directed staff to return revised black-line materials for further review.
