Red Hook to resubmit $2.56M sewer grant; approves $383,400 design contract

The Town of Red Hook moved to preserve a previously awarded sewer grant and approved a design contract for Sewer District No. 1 at its June 24 meeting.
Brandee Nelson and Erin Moore of Tighe & Bond told the Board that "the Town had been advised by the State Environmental Facilities Corporation to resubmit their application for the Intermunicipal Water Infrastructure Grant (IMG), which was awarded for $2,563,200.00 in 2025, as the Town did not include the Village of Red Hook’s portion of the proposed project on the application." They said the IMG application deadline is July 27, 2026, and that additional information from the Village of Red Hook and the Village’s engineer (Delaware Engineering) is required before reapplying.
The Board authorized an agreement with Tighe & Bond for collection system design work for Sewer District No. 1 in an aggregate amount not to exceed $383,400. Supervisor Robert McKeon offered the resolution, which was adopted on a roll-call vote with all members voting Aye.
Councilmember Kenneth Migliorelli asked who would be liable if the project failed; Brandee Nelson said liability terms would need to be discussed. Councilmember Kristina Dousharm asked for the entirety of the project to be peer reviewed before moving forward. The Board asked Tighe & Bond to provide updates by the July 22 meeting.
What it means: If the Town does not address the omission of the Village portion in the IMG application, consultants warned the previously recorded award could be rescinded; reapplication is needed to make the project viable, the consultants said.
