Vivian aldermen adopt 2026–27 operating budget, approve airport and school court agreements

The Town of Vivian Board of Aldermen adopted the town’s operating budget for the fiscal year beginning July 1, 2026, and approved an amendment to the existing budget during a special called meeting on June 30. Mayor Ronnie Festavan called the meeting to order at 5:00 p.m. and the session concluded at 5:40 p.m.
Ordinance #810 of 2026, described in the agenda as an amendment and supplement to Budget Ordinance #806 of 2025 to reflect appropriate revenues and expenditures, was adopted after a motion by Alderman James Martin and a second from Alderman Samuel Hodge. Later in the meeting the council adopted Ordinance #811 of 2026, the town’s operating budget for July 1, 2026–June 30, 2027, on a motion from Alderman Robert Green Jr. seconded by Alderman Samuel Hodge. According to the minutes, each motion was approved by “all present,” with a quorum verified at roll call (Aldermen James Martin, Samuel Hodge, Raymond Williams and Robert Green Jr.; Alderman Denise Alexander was absent).
The council also approved multiple resolutions. Resolution #12 authorizes the mayor to execute agreements and documents with the Louisiana Department of Transportation and Development — Office of Multimodal Commerce relating to the Vivian Airport; the motion was made by Alderman Samuel Hodge and seconded by Alderman Robert Green Jr. Resolution #13 authorizes the mayor to enter a cooperative endeavor agreement with the Caddo Parish School Board for the use and improvement of certain property for tennis and/or pickleball courts and related parking; that motion was offered by Alderman Raymond Williams and seconded by Alderman James Martin. Resolution #14 approves and authorizes execution of a professional services agreement between the Town of Vivian and SRI, Inc.; Alderman Samuel Hodge moved adoption and Alderman Raymond Williams seconded. Resolution #15 adopts the Town of Vivian Cafeteria Plan for July 1, 2026–June 30, 2027; Alderman Raymond Williams moved adoption and Alderman Samuel Hodge seconded. Minutes record each resolution as approved by all present.
No members of the public spoke during the public comment portions of the meeting, and the mayor closed each public hearing after noting that no comments were offered. Town Clerk Kellie Morris verified a quorum at roll call; Town Attorney Douglas Dominick was present. The meeting record shows the motions, seconders, and a unanimous approval by those present for each item on the agenda.
The special meeting adjourned at 5:40 p.m. The minutes were signed by Town Clerk Kellie Morris and Ronnie Festavan, Mayor, on July 2, 2026.
