Staff told the committee that a site visit and measurements for 1721 Wilson Ave showed the driveway/alley configuration did not meet one of the three standard conditions used to recommend a blue‑curb space. "The driveway is 10 feet wide... and based on that it is not able to accommodate a vehicle with a disabled driver or passenger," said a staff member who delivered the site report.
A resident representing the household — speaking for an older occupant and caregivers — described the hardship: "He's 91 years old... there is quite a distance that he would have to walk" from available alternate parking, the resident said, noting a heavy wooden gate and vehicles from a neighboring auto repair shop that limit access. After questioning from committee members about who would use the space and whether contacting the auto shop or clearing the alley could change staff’s view, the committee moved to override staff and approve the requested blue‑curb at 1721 Wilson Ave. The motion was recorded as approved unanimously.
Two other blue‑curb requests on the agenda were approved on staff recommendation. A request filed on behalf of Gloria Garcia for 3824 Peach Blossom Street met staff criteria after measurements that showed the driveway and on‑street capacity were sufficient despite a measured slope; the committee voted to accept staff’s recommendation. The committee also approved an application for a second blue‑curb space at 2028 Wilson Avenue after staff confirmed the property met the dimensional and placement standards.
What the committee decided matters because blue‑curb spaces remove on‑street parking to provide nearer access for people with disabilities and are subject to specific size, slope and placement requirements. Committee members said they balanced those technical standards against the hardship described by the applicant’s representative in choosing to override staff on the 1721 Wilson Ave item.
Actions recorded in the meeting packet include acceptance of the prior meeting minutes, the approval to override staff and install the blue‑curb at 1721 Wilson Ave, and approvals for the spaces at 3824 Peach Blossom Street and 2028 Wilson Avenue. Staff said it will follow up with applicants on next steps for signage and installation.
The committee’s next regular meeting is scheduled for March 18.
