Blocked storm sewer and catch-basin concerns prompt inspections; chip-and-seal considered

Public works reported a paved-over storm sewer at Plum and Carrollton that does not drain; three other blocked drains were reopened. Council discussed catch-basin repairs, additional cold-patch work on Brady Street, and exploring chip-and-seal paving options.
Public works supervisor Shawn Darr told the council a storm sewer at Plum and Carrollton appears to have been paved over and does not drain; he said the location may need to be elevated to restore flow. Shawn said he has reopened three other blocked drains. Councilmember Scott Noble raised concern about a catch basin and said he will speak with Mr. Mike Tozzi about water flooding into the lower window of his building. Scott reported that a previous cold patch has worn away and additional cold patch has been added to direct water into the drain. He said Joe Little will need to return to work further on a repair on Brady Street that has been settling and needs more fill.
Scott also said he will contact Youngblood Paving in Youngstown to get information on chip-and-seal as a possible paving option for some streets. Shawn will inspect the Plum/Carrollton storm sewer and the catch basin and report back.
