Public works updates: winter prep, streetlight replacements and sidewalk tree removals discussed

Shawn reported street patching, continued leaf pickup and winterization of the park and restrooms at the Nov. 20 Magnolia Village Council meeting. He said the village truck still needs a plow and salt-spreader installed and is making a noise from the parking brake; Kurt Stanley recommended warranty service at Loudon's in Minerva. Shawn said he ordered hydraulic lift seals for the Kubota.
Shawn also reported finding a barrel of assorted banners in a garage and jugs of expired disinfection liquid and old oil and tar. Council asked to identify proper disposal options for the expired chemicals and for a baseball-association representative to review the banners.
Kurt Stanley said AEP is replacing several streetlights with LED fixtures; one street light on Harrison Street has been replaced and two others remain out. One streetlight bill remains about 30 times higher than comparable bills and requires follow-up.
Mayor Travis Boyd said two trees must be removed near properties before the sidewalk project begins; Mr. Frank Young is arranging removal and the other tree is shared with Ms. Cindy Sickafoose. Council said tree removal should be completed before year-end so the sidewalk project can proceed. The council discussed codification options for village ordinance publication and noted upcoming grant windows (Carroll County opens next Feb. 2025; Stark County is rolling).
Next steps: Shawn will arrange warranty inspection for the truck, obtain disposal guidance for expired materials, and the mayor and staff will confirm tree removal requirements before the sidewalk project begins.
