Magnolia police report: dispatch switch complete, speed survey leads to citation; policy updates ongoing

Police Chief Chad Schlimm told the council the department completed its switch to STARCOM dispatching Oct. 15, conducted a speed study at Peach Court and Harrison that clocked 402 vehicles (one cited at 47 mph in a 35 mph zone), and is updating Ohio Collaborative policies for state review.
Chief Chad Schlimm reported several operational updates at the Oct. 16 Magnolia Village Council meeting.
He said the department completed the transition from CENCOM to STARCOM dispatching on Oct. 15, 2024. Schlimm also described ongoing Ohio Collaborative policy updates covering property and evidence, vehicle pursuits, bias-based policing and body-worn cameras; officers will sign policy acknowledgements before the policies are uploaded to the state board for review.
A targeted speed survey at Peach Court and Harrison during the afternoon peak (2:30–6:00 p.m.) recorded 402 vehicles: 335 traveling below the 35 mph limit, 58 between 35–40 mph, 8 between 40–45 mph and one vehicle at 47 mph, which prompted a traffic stop and citation. Chief Schlimm said patrols will continue to focus on that corridor.
He noted CAR2 has continued battery issues (a battery tender was installed) and CAR1 is scheduled for tires, alignment and an oil change on Oct. 21. Lt. Alexander will attend OPOTA pistol instructor training next week to support annual qualifications and internal training.
The department will staff Trick-or-Treat and the village bonfire; Chief Schlimm also said he will borrow the Fire Department training room on Nov. 19 for an OVI Task Force meeting.
