Marble Cliff council approves Cambridge Boulevard improvement measures, accepts bid and declares emergency

The measures included R-2674-25, a resolution that, according to a staff speaker, the Ohio Public Works Commission (OPWC) requires so the Village may reimburse its Cambridge Boulevard Improvements Fund from proceeds of state tax-exempt debt (OPWC project ID 40-V-02). Council also approved O-2740-26, authorizing the Mayor and Fiscal Officer to enter into an agreement with Burgess & Niple, Inc. for professional engineering services, and O-2741-26, an ordinance accepting a contractor bid, waiving any bid irregularities and declaring an emergency to permit immediate commencement of work.
Mr. Zmith told the council that OPWC is requiring adoption of the resolution; Dow T. Voelker moved to approve R-2674-25 "as amended and as has been shown in the Council Packet," and Joanne C. Taylor seconded. The motion passed by roll call of the five members present. For the engineering contract, Mr. Zmith said nothing had changed since the prior meeting; Voelker moved to approve O-2740-26 and Marcia A. Thomas seconded. Council approved the ordinance authorizing the Burgess & Niple agreement unanimously.
On the contractor bid, Voelker moved to approve O-2741-26 "as amended and declaring it an emergency to allow the contractor to commence work as soon as possible," noting the expectation that the bulk of work would be completed by the end of the year; Taylor seconded and the motion passed unanimously. The minutes do not name the accepted contractor in the recorded motion.
Council and staff emphasized the importance of communicating with residents throughout construction. Mr. Zmith and Assistant Fiscal Officer Peggy Shanahan described planned outreach and said staff would be diligent in maintaining frequent communications during the project.
The council took the actions during its regular meeting; no new business was raised and the meeting adjourned at 7:20 p.m.
