Marble Cliff seeks state loan and grant for Cambridge Boulevard; council approves tax resolution

Mayor Matthew P. Cincione told the Council the Village submitted an Ohio Public Works Commission (OPWC) application for the Cambridge Boulevard improvements that assumes the Village will contribute $2 million in local funds and seek a $500,000 grant plus a $4.5 million loan to complete the project.
Council discussed outreach materials and staff-drafted FAQs intended to inform residents about the project and timing. Assistant Fiscal Officer Peggy Shanahan reported that the engineering plans are nearing 100% completion and can be bid-ready if funding is secured in October.
To ensure the Village could certify tax levies and move forward if the award is made, the Mayor introduced Resolution R-2673-25, “Amounts and Rates as determined by the Budget Commission,” for a first reading, the Council suspended the rules, and then approved the resolution by roll call (Voelker, Jolson, Sarna, Taylor, Thomas, Troiano — all yes).
In anticipation of an OPWC award, the Mayor also presented R-2674-25, a resolution declaring the Village’s intent to reimburse the Cambridge Boulevard Improvements Fund with proceeds of state tax-exempt debt; Council read that resolution for its first reading but did not take final action on it.
Engineered design and construction timing remain contingent on securing OPWC funds and completing bid steps; Mr. Voelker and Solicitor Yazan Ashrawi are expected to follow up on measurement and right-of-way questions raised during the meeting.
The council did not set a construction start date at the meeting; staff will update the public after the OPWC determination and after the Sept. 30 meeting with AEP about site wall panels.
