Magnolia Village Council approves routine business and $700 HSA contribution

Magnolia Village Council convened Aug. 21 at Village Hall and approved routine business items including the July 17 minutes, the fiscal officer’s report and payment of presented bills.
Claudia Rogers moved to accept the minutes as presented, with Kurt Stanley seconding; the motion passed with all council members voting in favor. Jim Miller moved to accept the fiscal officer’s report, seconded by Scott Noble, and Grant Downes moved to pay the bills, seconded by Claudia Rogers; both motions carried unanimously.
Under additions to the agenda, council considered unpaid health savings account (HSA) contributions for full-time employees. Claudia Rogers moved, and Eric White seconded, to make the combined $700 contribution now under Resolution 2024-16; the motion passed with all ayes. Fiscal Officer Penny Rainsberger and Council member Jim Miller noted the payment was originally intended to help employees establish an account and was not meant to be permanent; Miller suggested phasing any future reductions (for example, by $50 per half-year over three years) though no change was adopted at the meeting.
Council heard several operational updates: park maintenance (mowing, weed-eating, pothole filling) performed by a village maintenance worker, Canal Days recap (hayride proceeds of $591), and a report that parts of the sidewalk near the Elson home and the Mill are on the Ohio Historic Register and therefore will not be altered under the pending sidewalk grant; portions of Carrollton, Harrison and N. Main are slated for work.
The meeting adjourned at 8:47 p.m. on a motion from Jim Miller, seconded by Eric White.
What’s next: Council will consider funding options for codification after a denial of the first grant application and may revisit the structure or timing of employee HSA contributions in future budget discussions.
