Magnolia Council advances wage-rate ordinance and Canal Days alcohol allowance to final reading; routine motions approved

At its May 21 meeting the Magnolia Village Council advanced an employee wage-rate ordinance and an alcohol-allowance ordinance for Canal Days to a final reading, accepted routine financial reports and bills, and excused one member. All recorded motions passed unanimously on second reading.
The Magnolia Village Council moved two ordinances forward and completed routine business at its May 21, 2025 meeting at Village Hall.
Mayor Travis Boyd opened the meeting and council approved a motion by Claudia Rogers, seconded by Eric White, to excuse Council member Jim Miller. Council then accepted the April 16, 2025 minutes and the Fiscal Officer's report, and approved payment of bills; each motion passed unanimously.
On personnel matters, Solicitor Kevin L'Hommedieu presented a drafted ordinance raising pay rates for certain village employees. During a second reading Scott Noble moved to implement the proposed rates and Kurt Stanley seconded; council recorded an "All Ayes" vote. The ordinance will receive one more reading before it takes effect.
Council also considered an ordinance drafted by Solicitor L'Hommedieu to allow alcoholic beverages at the Canal Days festival. Scott Noble moved to accept the allowance on second reading, with Grant Downes seconding. That motion also passed unanimously; one additional reading is scheduled prior to final approval.
Other formal actions included routine acceptance of the Fiscal Officer's monthly report and authorization to pay presented bills. Council adjourned at 8:45 p.m. following a motion by Kurt Stanley, seconded by Claudia Rogers, which passed unanimously.
Why it matters: The wage ordinance, if adopted after its next reading, will raise pay rates for designated village positions; the Canal Days ordinance would temporarily permit alcohol at a community festival. Both items require one more formal reading before becoming law.
